Governor Yusuf instead appointed Sadi Ibrahim as permanent secretary for special duties in the deputy governor’s office and Musbaf Badawi as permanent secretary in the Ministry of Local Government and Mayors.
Additionally, the governor ordered the reassignment of Mr. Aminu Kabara, Director of Payroll and Wages, and Mr. Jamil Muhad, Director of Recruitment and Training, respectively, from the Ministry of Local Government to the Office of the Director of Services.
Although this personnel change appears to be a routine administrative adjustment across multiple ministries, officials have suggested that it may be related to tensions within the NNPP, with Governor Yusuf and the party’s national leader Rabiu This is further exacerbated by the strained relationship with Mr Kwankwaso.

The circular dated November 4, 2024, signed by Umar Jallo, Establishment Permanent Secretary, Office of the Director General of Civil Service, provides details of the reassignment.
Sources told Daily Nigerian that the deputy governor was not consulted about the reassignment, which is a departure from the tradition that the deputy governor’s office can appoint civil servants with the approval of the governor. .
“This change signifies a growing rift between the governor and lieutenant governor,” the official said.
