Qatari officials also claimed that Israel’s removal of Hamas leadership made hostages and a cease-fire agreement more difficult.
“Israel has adopted a policy of exclusion that has worsened the agreement,” the officials said, adding, “In the past we had (Hamas political director Ismail) Haniyeh, but he was removed. Now we have Khalid. – We have Machar and he has been excluded.” It’s much more difficult, Haniya.”
Mr. Haniya was killed during a visit to Tehran in July. Israel has not claimed responsibility for his death.
