On October 16, US President Joe Biden announced $425 million in new security assistance to Ukraine in a telephone conversation with President Volodymyr Zelensky.
Mr. Biden and Mr. Zelenskiy spoke by phone after the US president canceled overseas travel to deal with the effects of repeated hurricanes in the country.
The White House said in a statement that the new package will consist of “additional air defense capabilities, air-to-ground weapons, armored vehicles and critical munitions to meet Ukraine’s urgent needs.”

In a post on X, President Zelenskiy thanked the US for the new package, which he said also included "long-range weapons.” He did not mention the type of weapon, nor did he mention the ongoing debate over allowing Western weapons to be used in long-range attacks on Russia.
Mr. Biden and Mr. Zelensky also discussed their winning plan. The plan was presented privately to leaders, including Biden, in September, but was made public on October 16.
