Raymond Greene, the de facto U.S. ambassador, said the prospects for an all-out war over Taiwan are “slim” because of Taipei's military reforms and the deployment of U.S. forces in the region.But Green said Taipei should do more to pressure China, highlighting the “gray zone” tactics used against the island.
